There are signs and actual people and arrows painted on the walkway, yet at any given time about 40% of those on foot are too stupid or self-involved to realize that they are on the wrong side of the path. You mention in your post that it is an abnormal traffic pattern, but it exists for a reason -- walkers opposing bikers can see them coming. Bikers can adjust accordingly and not RUN THEM OVER! I have seen accidents on this bridge involving bikes and people and they are usually not pretty.
